Visiting Professor and Technical Secretary, 5GIC Strategy Advisory Board. An engineer by profession, Professor Stephen Temple has spent 25 years in the Civil Service and 18 years in the private sector. While at the Department of Trade and Industry (DTI), he was instrumental in the digitalisation of Europe’s mobile and television networks, leading the UK in the highly successful GSM initiative, and writing the GSM Memorandum of Understanding. He also co-founded the DVB group (which was the driving force behind the UK adopting digital terrestrial TV) and chaired the Technical Assembly of the European Telecommunications Standards Institute. He wrote the visionary ‘Phones on the Move’ DTI Consultation Document, which triggered the transformation of the mobile into a consumer product. In the private sector, Professor Temple has held the positions of Director of Advanced Technologies at NTL (where he trialled the company’s first cable modem service) and later MD of the Networks Division. He then joined Vodafone’s Corporate Strategy group as Director of Strategic Projects, focusing on its broadband strategy. Professor Temple sits on the Institution of Engineering and Technology Communications Policy Panel and is a Fellow of the Royal Academy of Engineers. He is a visiting professor at the University of Surrey.
